Mobile Services in Slovenia: An Overview
Slovenia has a highly developed telecommunications market with extensive 4G/LTE coverage and rapidly expanding 5G networks in urban areas. For foreign nationals, obtaining a mobile connection is straightforward, though requirements differ significantly between prepaid services and long-term contracts (postpaid). Mobile providers in Slovenia are regulated by the Agency for Communication Networks and Services (AKOS).
Major Network Operators
There are four primary network operators in Slovenia that own their own infrastructure:
- Telekom Slovenije: The state-owned provider with the widest national coverage.
- A1 Slovenija: The second-largest provider, offering a wide range of mobile and converged services.
- Telemach: Known for competitive pricing and integrated cable/mobile packages.
- T-2: Primarily a fiber-optic provider that also offers mobile services through its own and roaming infrastructure.
In addition to these, several Mobile Virtual Network Operators (MVNOs) like Bob, HoT (Hofer Telekom), and re:do offer budget-friendly options using the networks of the major providers.

Prepaid SIM Cards
Prepaid SIM cards are the most accessible option for short-term visitors, digital nomads, or newly arrived residents. They do not require a Slovenian bank account or a long-term commitment. You can purchase these cards at provider shops, post offices (Pošta Slovenije), gas stations (Petrol, OMV/MOL), and supermarkets (Hofer, Mercator, Spar).
Costs and Registration
A basic prepaid starter pack typically costs between 5 EUR ($5.25 USD, Jan 2026) and 10 EUR ($10.50 USD, Jan 2026). While Slovenia previously allowed anonymous SIM cards, current regulations require all users to register their identity. To activate a prepaid card, you must provide:
- A valid passport or EU national ID card.
- A Slovenian mailing address (sometimes required for the registration form, though it can often be a temporary accommodation address).
Top-ups can be purchased online, via SMS, or at physical retail locations throughout the country.

Postpaid Mobile Contracts
Postpaid plans (monthly billing) usually offer better value for high data usage and allow for the purchase of mobile devices in installments. However, these contracts are typically reserved for individuals with legal residency in Slovenia.
Requirements for Foreigners
To sign a mobile contract, most providers will require the following documentation:
- Identity Document: A valid passport.
- Slovenian Tax ID: Known as davčna številka.
- Proof of Residency: A valid residence permit (temporary or permanent).
- Slovenian Bank Account: For setting up a direct debit (SEPA).
- Employment Contract: Some providers may ask for proof of income or a Slovenian employment contract if you are purchasing a high-end device on credit.
Monthly subscription fees for unlimited data and calls generally range from 15 EUR ($15.75 USD, Jan 2026) to 30 EUR ($31.50 USD, Jan 2026), depending on the package and promotional offers.
EU Roaming and Connectivity
As Slovenia is a member of the European Union, the "Roam Like at Home" regulations apply. This means that if you have a Slovenian SIM card, you can use your minutes, SMS, and a significant portion of your data allowance in other EU/EEA countries at no extra cost. However, providers may apply "fair use" limits on data roaming, which are usually specified in the contract or prepaid terms.
